Mr. Neves is President and founder of the Rio de Janeiro-based Institute for Technology for the Citizen, a private voluntary organizations. He is also National Coordinator in Brazil of the Local Initiative Facility for the Urban Environment (LIFE Programme), which is one of the undertakings of the United Nations Development Programmes within Agenda 21. He holds degrees in Electronics and Electrical Engineering, and Science and Technology Policy.
