As Founder and Managing Director of Leber, he leads the Transportation Planning and Traffic Engineering activities of the firm, with strong background in computer modelling and systems engineering. The group is multi-disciplinary in nature, as it places great emphasis (and provides assistance) during the implementation phases of every project, and, retains an international perspective with active links with many European and American firms and institutions. Leber and Ecoplan have worked together in close collaboration in Spain and internationally since 1988 on a viariety of path-breaking assignments. Prior to his present position, he held engineering positions in France, the United States and Spain, where he gained wide experience in the design and construction of public infrastructure projects.

Murga and Leber's cooperation with EcoPlan began in the late eighties, when the two groups began to join forces to propose and execute what eventually turned into a whole stream of innovative projects and actions that have helped to reshape transportation performance, policy and perspectives in Bilbao, the Basque Country and in Spain.
