Mr. Perl is an Assistant Professor of Political Science at the University of Calgary, where he also directs the university’s Research Unit for Public Policy Studies. He has published research on transport infrastructure finance, French and German approaches to high speed rail development, urban transportation policy, airport planning and the environment, and environmental impact assessment procedures. His comparison of funding policies for Amtrak and VIA Rail Canada was awarded the prize for the best paper on transport finance presented at the 6th World Conference on Transportation Research in 1992.
