Mr. Bell is Assistant Deputy Minister, Review, at Transport Canada, where his responsibilities include oversight, guidance and reporting on the development and implementation of Transport Canada’s sustainable transportation policies and environmental compliance and stewardship programs. Dr. Bell also serves as Chairman of the Minister’s Policy Advisory Council on the Transportation of Dangerous Goods. With degrees in Civil Engineering, Transportation Planning and Engineering, Dr. Bell has also served Transport Canada in the capacities of Executive Director of the Inquiries Secretariat, Director General of Public Affairs, Director of Program Evaluation Branch and Chief of Policy and Program Evaluation.
