    Dear Friends and Colleagues,

    This is to draw your attention to the forthcoming publication of " World City Bike Implementation Strategies", the first New Mobility Policy Brief in our 2007-2012 Reinventing Transport in Cities series. This first "reinventing" report and strategy guide opens by peering deeply into the details of the planning, implementation, and now the management of the Paris Vélib project, and beyond that the fast-exploding other leading city bike projects now getting so much international media attention. The report provides a handy toolkit of background, analysis and strategic planning and implementation counsel for mayors and other city leaders interested in looking more closely at these innovative systems.

    We hope that this first Brief will be useful as you set out on your investigations of this extremely promising New Mobility approach to high quality, low cost, low carbon transport in your city. The carefully constructed 140-page report builds on an extensive process of research, site visits, interviews and analysis (and bike riding) undertaken over the last six months, which is continuing on through 2008 with direct involvement in projects, programs and cities working on it.     2. National Partner Editions: We are looking for national partners and agencies to work with us to prepare special editions, including in other languages. These sponsored special editions can be distributed by the national partner in their name to cities and concerned agencies in their country. If you have any leads for us on this, they would be most appreciated. Our goal is to get this report into the hands of as many decision makers and sources of counsel as possible.

    3. Freely available materials: We will be pleased to send to cities and qualified organizations upon request a confidential copy of the latest "Mayor's Summary" and introduction to the project.     City Bikes are not just a detail or a passing fad. They have the potential to become an integral part of the New Mobility systems of all sustainable cities. Consider the Paris experience: within the first four months of operation and with only about two-thirds of the system in place, there have already been more than 10 million trips made, more than 140,000 people have bought annual passes, and at 29 Euros each, this has already brought more than four million Euros into the coffers of the city.

    There are two important structural points about these systems which may not be immediately self-evident. Once they are fully up and working (meaning full city-wide coverage) these systems begin to transform the basic metric of the city, much as cars did when they colonized the urban fabrics over the past fifty years. As part of a multi-level, integrated New Mobility program, city bike initiatives promise wide-ranging environmental, quality-of-life and positive economic impacts. Moreover, by empowering citizens to be part of positive change in their everyday commutes, a city bike program can also have a powerful cultural and political impact -- an essential element of tackling climate change.

    Something important is clearly going on. Paris and other cities are already being transformed in far-reaching ways. This report and its extensive web-based resources and supporting expert services provide you with a fast and cost-effective way to decide what you can do to take advantage of this opportunity.
